This project is expected to build on the progress made and experiences gained through an earlier capacity-building programme supported by AICAD, JICA and UNCRD implemented from 2002 to 2007. The project titled, Africa Capacity Development: Local and Regional Development Planning and Management, has assisted several African countries in building up their capacity for local and regional development planning and management. The project will also use the lessons learnt from related projects undertaken by the United Nations and other international development agencies to increase the target African countries’ capacity to reduce poverty, promote good governance, and achieve sustainable development.

The principal objective of the Africa Training Course is to provide mid-career planners with requisite knowledge and analytical skills in formulating and implementing effective regional development policies and plans. More specifically, the course aims to strengthen the institutional capacity of African nations in regional planning by training government planners in the essential skills and approaches necessary for effective regional development planning and management; enhance the capacity of African planners in preparation and delivery of similar training courses when they return to their respective countries and thus increase the multiplier effects; create a forum in which African planners can exchange views and experiences, and hence promote network-building among relevant institutions and personnel in Africa.

The major outputs of the course

Capability of African planners to apply relevant tools for effective planning and formulation of technically sound plans, programmes and projects for regional development is improved

Institutional capacity of African nations in regional planning strengthened for effective regional development planning and management

Capacity of African planners in preparation and delivery of similar training courses enhanced to increase the multiplier effects

A forum created for African planners to exchange views and experiences and learn from each other; and
Curriculum, including textbooks and case materials suitable for African countries developed
